AIA Tampa Bay CV-19 Update
As we continue to adapt to the changes brought on by the CV-19 outbreak, we want to encourage our members to reach out to AIA Tampa Bay staff if they are in need of any resources or guidance. Although The Center for Architecture and Design in Ybor is temporarily closed, staff is working remotely to ensure updates and resources are made available to our Tampa Bay Community. AIA A201 document related to the uncertainty of the COVID-19 implications during construction
AIA Contract Documents has produced a couple of resources for people who are working through issues pertaining to the COVID-19 pandemic. The first is a rather lengthy webinar that deals with a wide range of issues that contractors and architects are facing. The second is an article on similar topics. As to the question raised here, focus on the first 45 minutes of the webinar, which covers contractor delay issues in detail.Materials all look at these issues from the perspective of parties who executed an AIA contract before the pandemic occurred and are now looking to their contracts to understand their rights. AIA has not yet written standard language that can be inserted into the A201-2017

City How to Apply for Payroll Protection Program Loans - Sooner is better!
The $349 billionPaycheck Protection Program (PPP),which opened Friday, April 3rd offers federally backed loans of up to $10 million to employers with fewer than 500 workers as an incentive for employers to retain workers during the pandemic and resulting economic crisis. The loan amount is calculated based on 2.5 times the total average monthly payroll cost payment that was incurred by the business in 2019. The PPP program is administered by the Small Business Administration (SBA) through local lending institutions.You can apply for PPP loans immediately – there is no need to demonstrate economic injury in order to qualify for these loans.Consequently, high demand is anticipated for these loans and you should apply as soon as possible, starting April 3rd.

Safer at Home Executive Order and Architects
According to emergency management resources, those individuals working in professions related to essential infrastructure may continue to work. Construction is recognized as essential and therefore architects involved in active projects may continue to go to their offices and job sites, when essential. However, it is highly recommended that all businesses continue to maintain a 6 ft physical distance between workers.

Florida DBPR CV-19 Emergency - Building Permits, Inspections, and Job Site FAQ
Governor DeSantis’s executive order on March 9th declaring the CV-19 pandemic an emergency allows for the tolling (pausing or delaying of the period of time set forth) of certain permits for the duration of the emergency declaration and for up to six months in addition to the tolled period.

City of Tampa Planning and Development
The City of Tampa Planning and Development Services is still operating, but all development services functions are only available by phone or e-mail during business hours. All other functions are available 24x7 online and via the Accela system. Inspections shall be scheduled following the normal process, through Accela and may be conducted via virtual inspection, inspection by an affidavit by a licensed architect, engineer or contractor when it applies to compliance with the Florida Building Code, or maybe deferred at no additional fee.
